The Council for People’s Development and Governance (CPDG) is a broad and diverse national network based in the Philippines of national-sectoral and regional networks of non-governmental organizations (NGOs) and people’s organizations (POs) engaged in development work. CPDG and its network members are active throughout the country and span different sectors and areas of endeavors.

It works in areas of involving poverty alleviation, aid effectiveness, democratic governance, environmental protection and preservation, gender equality and empowerment of women, protection of the rights and welfare of children, community-based and development-oriented disaster response.

The CPDG traces its roots from the Council for People’s Development (CPD), a federation of national and regional NGOs and POs formed in the late 1986 as an organizational mechanism that synchronizes at the national level the diverse socioeconomic development efforts by various groups in the different areas of the country. The CPD was involved with the PCHRD and contributed significantly in building the capacities of NGOs and POs at the regional level.

In 1996, the CPD decided to decentralize its operation owing to the strengthened capacities of regional as well as member national NGOs and POs. Regional level offices and secretariats led and steered their operation up to the grassroots level.  In August 2005, thirty-two (32) national and regional NGOs met (some of which were original members of CPD) and the idea of reactivating the national operations of the CPD was brought up. This meeting led to the reestablishment of the Council for People’s Development and Governance in 2006.
